I just bought a Nikon D60 DSLR which has a Lithium Ion Battery Pack.
Does it hurt these batteries to be topped off or is it best to let them drain all the way down every time?
You should not drain your Lithium Ion batteries except in the normal course of use. If the battery is not going to be used for quite a long time, then leave it at around 40% charge and charge it just before you need it.
Lithium Ion batteries have a relatively short shelf-life and hence will lose capacity regardless how you care for it. After 2-3 years it'll probably be in need of replacement anyway, as you will notice that it no longer holds its charge as well as it used to. This is due to the age of the battery, not how it has been used or charged.
The best tip is not to overcharge, this shortens the length of the Lithium Ion's life due to overheating. Heat kills these batteries!
Keep topping off when you need to, as long as you don't leave it in the charger longer than required, it'll be fine.
@Chrys, your husband is wrong, draining Lithium Ion batteries is the WORST thing to do. That was NiCads, not Lithium Ion!

Some other common uses are in alarm systems, in theatre lightings, in navigation lights, in aircrafts anti collision lighting and most useful in emergency vehicles. Police Strobe Lights have become very popular. They are the main source through which the police vehicles can draw the attention of other vehicle’s drives in the heavy traffics on roads.
Police Strobe Lights commonly use xenon flash Lamps as their light source that has a complex spectrum. They require colored gels or casings in order to get colored light. They can also be used as a stroboscope. They need just milliseconds to start and give flash power of several kilowatts. They consume less energy.
